Army Soliciting Public Comments on Potential Use of a Project Labor Agreement at Fort Bliss

The Fort Worth District Corps of Engineers is planning to replace a hospital, Williams Beaumont Army Medical Center, at Fort Bliss in Texas. They are considering using a Project Labor Agreement (PLA) and are seeking public comments on the matter. The project will exceed $25 million and could represent a growing trend of U.S. armed service institutions turning to PLAs and construction trades unions to ensure safety, diversity and wage standards on their projects.
