Two Florida men are (potentially) looking at five-year jail sentences for processing $7.4 million in payments to undocumented construction workers. Yamil Sanjurjo Cordero and Sandro Mendoza Alvarado used their company, Sunrise All Contractor Corp., as a shell company to receive payment and cash checks on behalf of other companies for a fee. Those companies would then pay their own undocumented workers. It was a ruthless scheme:

The Florida Division of Insurance Fraud said that not only did Cordero and Alvarado profit from the deal, but they also helped the companies they serviced avoid paying workers’ compensation premiums and payroll taxes.

Schemes similar to this case are often devised so that companies can avoid the expenses of workers’ compensation premiums and payroll taxes. In fact, cases where the workers are undocumented provide the most profit potential, as those employees are not likely to blow the whistle on such activity for fear of exposing their own undocumented status.

The two men, both from Broward County, pleaded guilty to conspiring to operate an unlicensed money transmitting business:

The men charged a 3.5 percent fee or $259,000 between September 2014 and January 2015, according to court records.

Yamil Sanjurjo Cordero, 33, and Sandro Mendoza Alvarado, 35, face a maximum of five years in federal prison and fines of as much as $250,000 each when they are sentenced later this year.

Court records did not identify the constriction companies that used the service, and it is unclear if they, too, will face any penalties.
