In Important Last-Second Switch, OH Senate Committee Keeps Project Labor Agreements in Play

The Ohio Senate Finance Committee softened House language which would have prevented Project Labor Agreements (PLAs) on publicly funded construction projects.  The move was part of a series of amendments to the two-year budget plan. 

A vote on the final Senate budget is expected soon.  If the changes remain in the Senate’s final budget they must still survive a legislative conference committee which will finalize the budget before sending it to Governor John Kasich.  

Members of the finance committee did, however, add a provision which will force state agencies to hold a public hearing before issuing specifications for a project that would require a PLA.  

Senator Lou Gentile (D-Steubenville) called the committee walk-back “a welcome change.”

The two-year, $71.3 billion budget will raise taxes on tobacco, freeze tuition at state universities, and eliminate state taxes for certain small business incomes, among other changes.
