Married NY Couple Underpaid Workers $28,000, Charged With 20 Felonies

A married New York couple has been accused of failing to pay prevailing wages on a project their company completed in 2010 for the New York State Office of Parks, Recreation and Historic Preservation.

Romeo Warren, 45, and Lavern Glave, 46, of Middletown, underpaid their workers by more than $28,000 while performing work on the Lake Welch Sewer Improvement Project in Harriman. The couple have been charged with 20 counts of first-degree offering a false instrument for filing, four counts of third-degree grand larceny, one count of fourth-degree grand larceny and one count of willful failure to pay prevailing wages and supplements. All of these charges are felonies for which the couple faces up to seven years in prison if convicted:

Warren and Glave, owners of Raw Power Electric Corp., 249 Highland Ave., Middletown, were contracted by the New York State Office of Parks, Recreation and Historic Preservation to perform work on the Lake Welch Sewer Improvement Project in Harriman between January and May 2010, Zugibe said.

During that time, the couple failed to properly pay their employees, in direct violation of New York State labor law, Zugibe said, adding that the couple then falsified payroll information submitted to the state to hide their crimes.

Zugibe said the crimes came to light after several complaints about Warren and Glave’s actions prompted the Rockland County District Attorney’s Special Investigations Unit to begin a joint investigation with the State Labor Department.

Warren was ordered to be held on $30,000 bond and remained in the custody of the Rockland County jail. Glave was released without bail. The couple will return to court on May 7th.
